A Quebec woman who was severely disfigured in a dog attack wants dog owners held more accountable for the actions of their pets. The province requires all pets to be registered, and dogs deemed dangerous by a vet have to be muzzled in public. But three months after the brutal attack, the victim says that's not enough.
