The railway is using composite brake blocks, which give added friction in braking action against metallic wheels/tires. These brake blocks come in contact with wheel tires and by adhesive action get heated, that heat is generated from the friction, and the reason brake pads wear down has to be because the material is being abraded. So, when they get heated; the burnt surface part of non-metallic particles in the brake blocks gives that strong bad smell you have been smelling.
