A person is an individual that has personality and self-consciousness, that can reason and speak

1.We know that the Holy Spirit is a person because He has a mind:
Now He who searches the hearts knows what THE MIND OF THE SPIRIT is, because He makes intercession for the saints according to the will of God.- Romans 8:27

We know the Holy Spirit is a person because He Has a will:
But one and the same Spirit works all these things, distributing to each one individually just as He WILLS.- 1 cor 12:11

3. We know that the Holy Spirit is a person because He speaks/commands/forbids:
"But when He, the Spirit of truth, comes, He will guide you into all the truth; for He will not speak on His own initiative, but whatever He hears, He will speak; and He will disclose to you what is to come. -John 16:13
“the Spirit said to Philip, ‘Go over and join this chariot.’- Acts 8:29,
While Peter was reflecting on the vision, the Spirit said to him, “Behold, three men are looking for you.- Acts 10:19

4. We know that the Holy Spirit is a person because He Intercedes/prays for us:

5. We know that The Holy Spirit is a person because He Teaches:

“the Helper, the Holy Spirit, whom the Father will send in my name, he will teach you all things and bring to your remembrance all that I have said to you.- John 14:26

7. We know that The Holy Spirit is a person because He Makes decisions:
“it has seemed good to the Holy Spirit and to us to lay on you no greater burden than these requirements.”- Acts 15:28

8. We know that The Holy Spirit is a person because He can be lied to:
But Peter said, "Ananias, why has Satan filled your heart to lie to the Holy Spirit and to keep back some of the price of the land?- Acts 5:3

9. We know that The Holy Spirit is a person because He can be grieved:

But they rebelled And grieved His Holy Spirit; Therefore He turned Himself to become their enemy, He fought against them.- Isaiah 63:10

10. We know that The Holy Spirit is a person because there are New Testament passages that quote Old Testament passages where YHWH spoke, and applies them to the Holy Spirit
For example, in Hebrews 3:7-11 it quotes Psalm 96:6-11 and says that some of the things that YHWH said were actually things that the Holy Spirit said. Additionally, Hebrews 10:15-17 quotes Jeremiah 31:3-4 and says that the things that YHWH said are actually things the Holy Spirit said. Thirdly and lastly, Acts 28:26-27 quotes Isaiah 6:8-9 which is a section of scripture that has YHWH speaking things to Isaiah, and yet Acts tells us that it was the Holy Spirit that was saying these things

11. We know that The Holy Spirit is a person because He is grouped in with the PERSON of the Father and the PERSON of the Son in a couple of scriptures. If the Father and Son are persons, so is the Holy Spirit:

The grace of the Lord Jesus Christ, and the love of God, and the fellowship of the Holy Spirit, be with you all.- 2 Corinthians 13:14
Go therefore and make disciples of all the nations, baptizing them in the name of the Father and the Son and the Holy Spirit, 20 teaching them to observe all that I commanded you; and lo, I am with you [b]always, even to the end of the age.”- Matthew 28:19
1 John 5:7- "For there are three that bear record in heaven, the Father, the Word, and the Holy Ghost: and these three are one."
