It's breathing with a slight constriction at the back of the throat with an added visualisation of the waves of the ocean going towards the shore and then back out at sea.
This is one of many other well known tools and techniques that are available to make oneself feel better when triggered or when feeling too much. If this doesn't work for you there are many more ways to achieve the same goal and it's important to find what works best for each person.
