Conclusion: With my current setup, using BF is better in Gardosen specifically since there are no mobs to help generate SP, unlike in World Boss. Perhaps Veigas will contribute more if I get him to T6 since he has the option for a limit break, unlike BF, but in the situation of T3 Veigas vs BF with Nelia as a factor BF is the better pick currently.

Moving forward: Bring Elesis up to T3 to grab her Passive LB and see if anything changes. Also grab Veigas T6 and see if anything changes. Part of Veigas's issue right now is that he doesn't have utility at the moment since at T3 he takes S1 LB. Even with Passive LB, there isn't enough SP generation even with Amy for Veigas to cast his spells
