Attorney: BMore Mayor Catherine Pugh Not 'Lucid' Enough To Make The Decision To Resign

Amid a massive children's book scandal, calls for her to step down, the FBI raiding two of her homes as well as her City Hall office, Baltimore Mayor Catherine Pugh has yet to resign.

According to her attorney, Steve Silverman, Pugh "is generally aware that there is a consensus that she should resign. For people to make material decisions in their life, they have to be at a certain level of stability.
